HCS SCS SB 1048 -- REFUND OF MOTOR VEHICLE REGISTRATION FEES SPONSOR: Shields (Schaaf) COMMITTEE ACTION: Voted "do pass" by the Committee on Transportation by a vote of 12 to 2. This substitute allows a motor vehicle owner to receive a refund for the unused portion of a registration fee when the owner sells the motor vehicle and does not replace it with another if the unused portion is three months or greater. Currently, owners can receive credit for an unused portion of a registration fee if they cannot transfer their license plates to a newly acquired vehicle due to a change of vehicle category. FISCAL NOTE: No impact on General Revenue Fund in FY 2007, FY 2008, and FY 2009. Estimated Cost on Other State Funds of Less than $100,000 in FY 2007, FY 2008, and FY 2009. PROPONENTS: Supporters say the bill allows a person who is not going to transfer a license to get a refund on the remaining months on the plate.
